Publisher and the Author of the Research Are Same. Is It Possible to Cite Such Sources?

Yes, such sources can be cited. In few cases an association, institutions and publisher can be the same. You can cite such sources in following manner “Author's name. (Year). Title of book. Place of publication: Author.” For example: American Psychological Association. (2001). Publication manual of the American Psychological Association (5th ed.). Washington, DC: Author.
